Russian President Dmitry Medvedev has said he hopes US President-elect Barack Obama will help rebuild the strained relations between their two countries.
In a speech in Washington, Mr Medvedev said that a new US administration might be able to address what he described as a lack of "necessary mutual trust".
He said he wanted to meet Mr Obama soon after he takes office in January.
The Russian leader also indicated that Russia might accept a compromise over a planned US missile shield in Europe.
Two weeks ago, he said Moscow would neutralise the possible deployment by the US of a tracking radar in the Czech Republic and missile interceptors in Poland by stationing short-range missiles in its western enclave of Kaliningrad.
The US insists the shield is incapable of threatening Russia and is designed solely to guard against missile attacks by "rogue states".
'Encouraged by signals'
In his speech to the Council on Foreign Relations following the G20 summit on the global economic crisis in Washington, President Medvedev welcomed the election of Mr Obama on 4 November.
"US-Russian relations lack the necessary mutual trust. We pin such hopes on the arrival of the new US administration," he explained.
We have a chance to solve the problem through either agreeing on a global [anti-missile] system or, as a minimum, to find a solution on the existing programmes which would suit the Russian Federation
Russian President Dmitry Medvedev
Mr Medvedev said Russia had a strong "strategic partnership" with China, "a very good, full-fledged, friendly exchange".
"Of course I want to have the same kind of relations with the United States," he went on.
Relations between Moscow and Washington have been particularly strained since August by Russia's war with Georgia over the breakaway regions of South Ossetia and Abkhazia.
Mr Medvedev said the first step to restoring relations would be a meeting soon after Mr Obama's inauguration, "without prevarications or preconditions".
The president also said that Russia would not be the first to escalate the situation over the plans for the US missile shield in Europe.
"We will not do anything until America takes the first step," he said.
Moscow says it will neutralise the US system with short-range missiles
Mr Medvedev said he had been encouraged by signs that Mr Obama was less enthusiastic about the shield than President George W Bush.
"[The] first signal we received shows that our partners plan to think about this programme rather than to simply rubber-stamp it," he said.
The Russian president also for the first time suggested Moscow might accept changes to the US shield plans, rather than simply their abandonment.
"We have a chance to solve the problem through either agreeing on a global system or, as a minimum, to find a solution on the existing programmes which would suit the Russian Federation," he added.
Knowing the past relationship between the United States and Russia do you believe Obama will help make it better?

Barack Obama and the American people should work closely with Dmitri Medvedev and the Russian people to rebuild the tensions between these two countries. I dont believe in Russia waiting for the US in taking the first step to do something about it. They should work together in this. Maybe Obama can make a diffrence in making things better for both countries. If he can come up with ideas in fixing the economic issues and other probelms that there is today, then his ideas in rebuilding the tensions with Russia can also work and make a diffrence.

I think Obama will help make a difference, but not on his own or any time soon. He's going to need help from Dimitri Medvedev himself. Toghether i belive they will make a better team. But first Obama needs to make change in his own country.

I think that Obama will offer his help. Obama seems like the type that he would like to see people unite. Especially other countries other than the united states. If Russia n the U.s united people will see that it is really time for a CHANGE. It's time to make the world a better place for us to live in.

I believe Obama will help make a difference in the relationship between US and Russia. If Obama and Dmitri Medvedev work together and come up with an agreement, tehy can work something out. Medvedev says, "Of course I want to have the same kind of relations with the United States." He wants to have a very good and friendly exchange. I'm pretty sure Obama wouldnt mind making some kind of deal because he wants to make change.

I believe that Obama will make a change. No matter what has happened before with the United States and Russia. You have to understand that this is a new era. Totally different people. So I think Obama will make a change. Not only with Russia, but with the entire WORLD!

Like everyone else, i believe that Obama will to help make the situation with Russia better. Everyone talks about "Obama for change". If this is so, then Obama will do something about it. Obama is a new president and as everyone else likes to see it; the first "Black" president. The time for change has come and Obama will hopefully do his best to make everything better.

Yes I do believe Obama can make it better because the Medvevev wants to meet Obama personally. This means that he wants to compromise. During Obama's election process he had plans to put a stop to the beef with u.s and other countries. Now is the time to put them plans in affect. Obama will suceed and prove that he is a good president.
i agree that obama will change the relationship that the u.s. has with russia for the better. like some of my other classmates have aready stated obama has a differernt way of doing things and he also has new ideas.america jus need to build a better relationship with other countries to make this a more peaceful world.
maybe if we create a new relationship with other countries then maybe then can help us with our economic problem.
jus like this quote"u scratch my back and ill scratch yours"

Yes i believe that Obama will help because he seems like the type who wants to make a change. I also feel that since he now has the title as President (the first black president) i doubt he will not try his best. Alot of people is counting on him and im sure he dont want to let down all those people who voted for him. Its going to take some time before a change can happen but i just hope everything works well with him and Dimitri Medvedev; and that Obama makes the right choices and be understanding.......I agree with big head jenneth we should create a new relationship with other ocuntries it might really help us.
I believe that Obama will help out this present situation. Instead of being enemies with rival countries, we should work things out, however we still need to provide protection for our country. Obama and medvedev should have a compromise. If we unite with other countries it could be better for us in the long run. As We can see Bush's policies didnt really fall through the way he thought they would. I definitely think that Obama will settle the disputes.

I believe that obama will help because he has come in as a new president willing to make a great change with the united states and yet again obama wants to see new thing for a better America i think that the Russians sure work together into making change because that what obama stands for and if he can make it better for the U.S then he can make it better for both countries.
Being a new president Obama surely doesnt want to make any enemies. I think he will work with Medvedev ad create a solid relationship between russia and the U.S. Honestly we need as many friens as we can get. Perhaps when a stong rela is built between us we would be able to borrow money to help with our economic situation.

I believe obama would do all he can do to help and make a difference in the relationships between russia and the united states. After all he was elected to be president and so hes like expected to make things better and all the promises he made.
