President-elect Barack Obama, who takes office on 20 January 2009, will face a number of key foreign policy problems. Here are 10 current challenges - and how he might tackle them.

US ROLE IN THE WORLD

The change might be characterised as a move from unilateralism to multilateralism - and less talk about the United States as the "world's only superpower".

Confrontation might give way to greater diplomacy.

However, US presidents, whatever the expectations, often enter or get drawn into conflicts, so nobody should expect a conflict-free presidency. President-elect Obama will enter office fighting two existing wars. How he handles them will help define his era.

IRAQ

Barack Obama says he will tell his commanders to redefine their mission as one of "successfully ending the war." But that has to be done, he says, "responsibly".

He has defined this as giving time for the Iraqi government to strengthen its own armed forces and he wants a phased withdrawal of most US troops "within 16 months" of his inauguration, which means the end of May 2010.

Potentially, this could be huge policy success for him. However, a "residual" force would remain to conduct operations against al-Qaeda in Iraq, so no complete withdrawal is envisaged.

AFGHANISTAN

Perhaps the biggest challenge on his agenda. If in Iraq the war is winding down, in Afghanistan it is winding up.

He has said he will send two more combat brigades. He has also promised to attack al-Qaeda figures, especially Osama Bin Laden, wherever they might be and, it seems, whether or not Pakistan agrees.

Improving the situation in Afghanistan will mean improving the performance of the Afghan government and trying to evolve a more effective policy with Pakistan (whose stability is in itself a major problem) to undermine the Taleban and al-Qaeda forces entrenched in the Pakistan border regions.

'WAR ON TERROR'

President Bush's famous phrase might be given less prominence in an Obama administration. He wants to concentrate on winning what the 9/11 Commission called "the battle of ideas" by "returning to an American foreign policy consistent with America's traditional values and by partnering with moderates within the Islamic world to counter al-Qaeda propaganda".

However, there will still be a hard edge to his policy. He has said he "will not hesitate to use military force to take out terrorists who pose a direct threat to America."

Look for two key indicators - the closure of Guantanamo Bay and the extension of the ban on torture to the CIA, which means the end of waterboarding.

If, or rather when, Guantanamo Bay is closed, he will have to decide what to do with the hard core that the US authorities claim remains among the 255 or so prisoners still there.

President-elect Obama has suggested using the normal US legal system to try them, but some of the evidence available under the military commissions (evidence obtained by coercion or worse) would be banned from US courts. What then?

Look also for problems in new areas of al-Qaeda activity, especially Algeria and Somalia.

IRAN

Potentially a huge crisis. Much depends on what Iran does.

If it continues with its low-grade enrichment of uranium, it could be that a new administration will simply carry on with sanctions, even trying to widen and deepen them.

An Iranian move to enrich to weapons-grade uranium would signal a step increase, in which case Israel would be urging military strikes against Iran's nuclear facilities.

The consequences of such a strike would be severe.

Barack Obama has said he will talk to Iran "without conditions", though not necessarily at presidential level in the first instance. The current Iranian leadership is unlikely to give up enrichment, so any agreement might have to include an Iranian right to some enrichment, but under strict controls.

MIDDLE EAST PEACE PROCESS

President Bush had hoped to have an agreement between the Israelis and the Palestinians by the end of this year but that looks impossible.

So Barack Obama will probably be faced with the perennial issue of how far to intervene in the peace process, such as it is, with the weight of the United States.

The first stage is the Israeli election set for 10 February, which should indicate whether there will be an Israeli government ready to make compromises.

Beyond Israel/Palestine, there is what Richard Holbrooke, a possible Secretary of State, has called an "arc of crisis" to be dealt with from Turkey to Pakistan. These days that includes Syria, whose help will be needed for the stabilisation of Iraq next door.

RUSSIA

Recent events in Georgia precipitated a crisis in relations between Russia and the West not seen since the end of the Cold War.

This encapsulated all the frustrations that have built up on both sides and raised the question of how the new administration will frame its policy towards Russia. It needs Russian help in dealing with other problems such as Iran and Darfur, where the Security Council is driving policy.

The immediate issue is how fast to allow Georgia (and Ukraine) to advance towards the Nato membership they have been promised in principle.

Nato foreign ministers discuss this in December, and behind the scenes the Obama team will have its say. But even the Bush administration is now saying that Georgian membership is "years away", so there are opportunities here for progress with Russia.

The US anti-missile system to be installed in Poland and the Czech Republic remains a problem for Russia. Will that be slowed down?

Clues for how President-elect Obama will deal with Russia will also be seen in how he handles nuclear issues. A key one is whether the US and Russia will negotiate further reductions in nuclear weapons.

On the wider front, Barack Obama endorsed the call last year by four senior former US diplomats (including Henry Kissinger) for the US to aim for a nuclear weapons-free world, as it is supposed to be under the Nuclear Non-Proliferation Treaty. How far will this be taken?

NORTH KOREA

The latest North Korean moves have been positive. The country has agreed on procedures to verify the halt in its nuclear programme in exchange for being removed from the American list of terrorist-supporting states.

But the North is likely to retain the nuclear weapons it says it has, so the issue for the next president is whether he can get North Korea to give up its weapons altogether. And who will the president be dealing with - is Kim Jong-il a well man?

CHINA

US relations with China are important across the board, since China is a permanent member of the Security Council and wields immense economic influence in the world.

China itself is not currently a problem for the US, though the future of Taiwan always has the potential to divide them and Tibet continues to be an irritant.

Over recent years, China has chosen to concentrate on domestic economic development and as long as that continues to be its priority, its relations with the US are likely to remain stable. There is no indication that Barack Obama wants anything else.

'NEW DIPLOMACY': FINANCE, CLIMATE CHANGE, ENERGY

Under this heading come the major issues that are part of what is sometimes called the new diplomacy.

The current financial crisis, in which US government money has been used to shore up the banks, will force the next president to take a more hands-on approach than presidents usually like to. And he will ask himself how to counter the diminished standing that the US, through the failure of its financial organisations, now has in the world.

Obama's handling of these new agenda problems will help determine how the US will forge a new role for itself in the world

Barack Obama has committed himself to doing more on global warming and wants greenhouse gases reduced by 80% by 2050. This will be one of the most important issues of his presidency, as the Kyoto Protocol expires in 2012 and negotiations about a follow-up have stalled.

Energy, especially the supply of oil, will be another challenge. The president-elect has pledged to eliminate US reliance on Middle East and Venezuelan oil within 10 years.

However, practically every president, going back to Jimmy Carter in 1979, says that America must use less oil and finds it hard to take action.

President-elect Obama's handling of these new agenda problems will help determine the answer to the first of these top 10 problems - how the US will forge a new role for itself in the world under his administratio

War on terror

I chose these two and I believe these two will be obamas largest foreign problems because many countries in the world at this moment has some sort of hate or fear of America.Throughout history America as been portraying itself as the world superpower,bossing other countries around.President Bush has certainly put us in a unfriendly position and i believe Obama will have to work hard and quite intelligently about this one.I know we can't stop all of our militarism but we sure can reduce and be more of a friendly country than a unfriendly one.We are so focused on other countries that we don't see our's is also messed up.I don't like to live in a country where they see us as being bullies towards the world.I believe we should gain respect by not using so much force on others.

The war on terror has been going on for so many years an till this day i am still quite confused about it.Another president taking on one mans corruptions he has caused in the world.Obama i know he's not going to be able to do it as quickly as he would like but i know he would for sure bring calm to the war on terror.I'm tired of hearing how many troops die daily and the way this war is effecting our economy.Bush has put so much money into the war he didnt pay attention to the debt he was putting the US in.

It looks like Obama will be facing a number of key foreign policy problems when he goes into office. I believe that one of the largest foreign problems that he will have to take care of is the New Diplomacy, which involves many other issues behind that like finace. With the rough economic issues that the US is going through today makes decisions hard for Obama. And handeling this will determine how Obama will forge a new role for itself in the world in the US. So this will just add a lot of pressure on him.

Another large foreign problem is War on Terror. How far will we be going on with this issue? Concentrating on winning the 9/11 commission looks like a hard step. I agree with Sharmalee it looks like Obama is going to work hard to stable this issue.

I CHOOSED WAR BECAUSE THATS A BIG ISSUE IN AMERICA. A LOT OF PEOPLE BE DIEYING AND THE WAR BEEN GOING ON FOR ALONG TIME. I BELIEVE ITS TIME TO STOP. FAMILYS WANT THEIR LOVE ONES TO COME HOME AND SAFE FOR THE HOLIDAYS. WILL HAVE TO WAUT TO SEE WHAT OBAMA GOING TO DO. IT WONT BE EASY AND WILL TAKE A WHILE BUT I BELIEVE OBAMA WILL DO SOMETHING ABOUT IT.


ECONOMIC PROBLEM IS A BIG ISSUE TO MANY PEOPLE ARE LOSING THEIR HOMES AND JOBS. AND THEY CANT AFFORED TO TAKE CARE OF THEIR FAMILYS AND ITS SAD. THE HOLIDAYS WONT BE THE SAME. OBAMA HAS TO HELP PEOPLE GET JOBS AND DESCRESS THE UNEMPLOYED. IT WONT BE EASY.

Middle east peace process

Afghanistan is going to be a problem to president Obama because it's going to be hard to find osama. I also think that it might cause another attack from terrorist group al-Qaeda.

The middle east peace process will also be a problem for president obama because to try to convince the Israel and the Palestinians to make peace because that's something that has to be done by them

well it looks like to me that obama was a great choice for this presidency. He will be facing many obstacles that now will really show if he is that best president for the country.

One problem he will face is in Iran. They want to produce very powerful weapons with uranium in them. Now this will cause problem with other countries like Israel.

Also Iraq is another problem Obama has to face. Trying to let the Iraqi government strngthen on it's own is very risky. What if they get very powerful and attack us again?

I believe that Obamas two largest issues are going to be relations with China, and the war on terror. These are two really big concerns because they are two issues that are affecting the American way of life. Since China influences a major part of the United States economy, its a very important issue right now. And so is the war on terror. I believe those two are linked because if we weren't in war in the first place, the economy wouldnt be as low as it is now. Too much money is being spent on the war! Obama needs to withdraw our troops ASAP because IM ALMOST 18 and I dont want to be drafted =]

I think that Obamas two main issues are going to be "the war on terror" and "relations with China." These two factors are affectiong how americans live today. China takes part of the United States's economy. Many of the products in the U.s comes from China. The war on terror is a very dangerous situation. If war wasnt taking place, our economy wouldn't be on the floor right now. The U.s is wasting too much money on this war. As president Obama needs to find a way in which he can end this war. Funding an unnecessary war is only gonna lead to another Great depression.

I think that Obamas two main issues are going to be "relations with china" and "the war on terror". These two aare the biggest issues right now in every ones life. China has a huge chunk of the usa economy its a big deal. Also the war in irak is soo unecessary the soldiers that are over there are coming back ill some with a missing leg or a missing arm or even dead. I still dnt understand why the war is still on today they are just there WAISTING MONEY AND KILLING INOCCENT PEOPLE. Obama said that he was going to stop the war and bring soldiers back by 2010. Hopefully he will stop it soon cause I already turned 18 and Im not attending the army. Last week a recruter called my house to see if he could come and get me.I went to their office in myrtle Av and they made me take a test and they told me all tha benefits of joining the army but they didnt tell me anything about what would happen if I come back one day in a coffin.I callled the guy and told him that I wasnt going to attend the army and that I wasnt interested in anything that had to do with the army.If Obama decides to continue the war I dont know whats going to happen cause Im sure not going to War.

JUST kidding. i bet you was going to fail me on snapgrades huh ROSS! well i believe war on terror is a big issue because media focuses on that a lot, thousands or even millions of money is gone because of this war. and for china, take a look at your shirts or bags. where is it made? YES , china. we can't lose them and keep them stable so this should be a big focus. finally his last step should be raising minimum wage :). the end.

The war on terror would be a very difficult issue for Obama. Any refrences to the war on terror (If he puts too mch emphasis on it) may remind amaricans of the bush administration and anger them. If he doesnt do enough enough it may anger those still sufering from the consequences of 9/11. He has to find the perfect balance not only to keep americans safe but t keep them happy.

Cliate change,energy crisis and finances are three very important issues for him. The decisions he makes on these will have a great impact on americas future. my mom is rushing me so this is all i can write.

i agree with sharmalee because it is true that obama will indergo various issues during his presidency.Foreign problems is one of them.there are many countries out there that dont agree with what the u.s. in the war or in how they communicate with other countries .Its goin to be hard to convince the foreign countries to put trust in the u.s. and to wrk with us to make a better world.even though its goin to be hard its not goin to be impossible.
basically the u.s. need s to start forming new plans in order to bring peace to this world.

I chose these two because i feel they are the biggest issuses today. judging from reading these two, I also believe that these are the things that Obama has a good idea of what he is going to do about. Obama so far is proving to me that he is ready for business and from what he said about these two issues he here to handle that business very well.

The two largest problems that i think Obama will have the hardest time facing are the NEW DIPLOMACY AND THE WAR ON TERROR.

I chose these two because the new diplomacy since the US is in a major crisis financially, it will bring many hardships for Obama to try to solve and bring the economy back to a stable position. As well as with Global Warming, and oil supply Obama will have to think it through carefully as to which are the rights steps to make the US a how it once was before.

I chose The War on Terror because it is one of the US' biggest issues that are happening today. It looks like Obama is going to work hard and take the rights steps to put this to a stop; which is the best to do.

One major foreign problem is war on terror because too much money is being spent on war. This is one of the biggest reasons why our economy is going downhill. China is also a major foreign problem because it influences a major part of the US economy. Our economy is a big problem and needs to be taken care of as soon as possible. We dont want another Great Depression.

The two that i have chosen was war on terror and economics.


The reason i have chosen war on terror is because i feel that since the war has been going on for some time now and when bush was president he made it bad for obama because now he has to deal with all the drama bush has made in this world.It will take obama some time to put things together in order for America to feel safe again, troops have been dieing everyday it sad but they fight for America.

And the reason ive chosen economic is because at this point we are losing lots of money many people are out of jobs and don't have money to pay for there homes and some don't even have money to take care of there families ,people are not going to have good holidays .

I chose these two as problems that obama would face as president because many people agree and dont agree with the war. Of course we would want other troops back home with their families. And i believe that obama as president is going to go through alot because many people would want him to fix our economy problems or issues and others dont seem to understand that he wont be able to fix all the conflicts hes going to face as president. These problems were created before he became president-elect.
